		<description>Raise the price by a factor of 10 or 20 (whatever it takes to eliminate the shortage), and split the profits among all the customers (per resident). That way if you use an average amount of water, your bill doesn&#039;t go up, but there&#039;s a huge incentive to reduce your water usage no matter how much you use.

And yes, it would mean water-hogging businesses would be hurt. But right now, they&#039;re hurting the rest of us and getting away with it, so they can talk to the invisible hand for all I care.</description>

Atlanta is about to face it&#039;s toughest environmental challenge in centuries. People don&#039;t have to believe in global warming but it believes in us.</description>
